Abstract
This study aimed to examine the leadership practices and management competencies of school heads in the Monreal and San Fernando Districts, providing insights for the development of a School Leadership Enhancement Program. The data show that most school heads are aged 51 years and above, predominantly male, and possess advanced degrees, reflecting significant experience and leadership maturity. These attributes contribute to their strong leadership capabilities, particularly in fostering a positive and collaborative school culture, establishing a clear vision, and promoting innovative teaching practices. The study further reveals that school heads demonstrate robust management competencies, emphasizing student-centered learning, professional development for teachers, and adherence to educational policies. Additionally, the findings highlight a moderate positive correlation between leadership practices and management competencies, suggesting that effective leadership enhances management efficiency, and vice versa. A proposed leadership enhancement program, focusing on professional development, ICT-based training, and capacity-building workshops, is recommended to strengthen these competencies further. The results underline the importance of continuous leadership development to improve school governance, instructional practices, and overall performance. The study concludes by recommending that the Department of Education develop and implement a comprehensive School Leadership Enhancement Program, encourage collaboration among teachers and school heads, and institutionalize leadership assessments to ensure ongoing growth and improvement in school leadership. Future research should explore broader district-based studies or integrate school performance variables to validate these findings and improve program design.
