Abstract
This study explores the influence of shared governance on teaching and non-teaching empowerment in Claveria South District Schools, utilizing a descriptive-survey method. The 62 respondents, including school heads, non-teaching personnel, and teachers, provided insights through a survey that addressed shared governance practices, empowerment, and implementation challenges. The findings show that most respondents are aged 31-40, predominantly female, and possess master's units, with the majority serving 1-5 years. Respondents perceive high levels of participation in decision-making, fostering inclusiveness and collaboration among all stakeholders. Additionally, they report strong accountability and transparency, with leaders taking responsibility for their actions and ensuring clear communication of policies. Shared governance positively impacts staff morale, job satisfaction, and professional growth. Participants indicated that it fosters motivation, pride, and job satisfaction through participatory decision-making, collaboration, and mutual support. However, lower satisfaction with resources suggests a need for improvements in support systems to optimize performance. Furthermore, shared governance is linked to professional development, as schools provide opportunities for continuous learning and career advancement. Despite the positive findings, challenges remain in implementing shared governance fully. These include communication gaps, limited participation opportunities, and inadequate support and resources. Addressing these issues can enhance engagement and the success of shared governance initiatives. The study also finds a statistically significant relationship between the level of shared governance and its influence on empowerment, indicating that higher levels of governance positively impact staff morale, satisfaction, and growth. Based on these findings, it is recommended that school administrators offer more decision-making opportunities for staff, improve communication, recognize contributions, address resource gaps, and provide ongoing professional development. Regular assessments of shared governance practices are also essential to ensure continued empowerment of school personnel.
