Abstract
This study to assess the competencies of Tarlac City Disaster Risk Reduction Management Office, the performance of the personnel to improve resilience and minimize the impact of crises. This researched engaged descriptive quantitative research focuses on examining the Crisis Management Competencies of the CDRRMO. This research included 2 sets of respondents. The research design that was used in this study was quantitative descriptive approach. The collection of data applied the technique of survey questionnaires for primary data gathering. First 200 respondents are the Tarlac City residents from the 76 barangays of Tarlac City and secondly, 16 personnel of CDRRMO and utilized convenient purposive sampling technique.
Following Philippine legislation and policy, the research evaluated CDRRMO skills concentrating on leadership and decision making, communication and coordination, risk assessment and planning, emergency response and resource management, post-crisis recovery and evaluation.
Across all five competency domains, findings showed that the CDRRMO personnel consistently received satisfactory and functional level of competence aligned with NDRRM mandates. The findings indicate that the CDRRMO has the operational capability to cover the entire cycle of crisis management like preparedness, response, and recovery along with pointing out areas for continual development. Although, CDRRMO faces a range of interconnected challenges that affect its ability to fully operationalize its mandate.
Addressing these concerns requires a holistic approach that strengthens infrastructure and logistics, expands human resource capacity, enhances training and psychosocial support, improves inter-agency coordination, deepens community involvement, and ensures consistent administrative and policy support to enhance overall crisis management effectiveness and resilience.
