Abstract
This systematic review of the literature discusses the implementation of competency-based practicum and school-industry partnerships in Industrial Education Teacher Education (IETE) programs in Indonesia and the Philippines. Using the PRISMA 2020 framework, a total of nine empirical studies that were published between 2022 and 2025 were analyzed. Findings show that Teaching Factory (TEFA) models help increase student competence, employability, and pedagogical innovation; however, there is still a lack of sufficient infrastructure, industrial readiness, and development of soft skills. National legal frameworks, such as those of Indonesia Permendiknas No. 16/2007 and the Philippines CHED CMO, No. 74 s. 2017 and the TESDA Act of 1994, provide guidance to the implementation process, but need to be strengthened regarding harmonization. Recommendations include advice on improving practicum structures, looking to increase industry partnerships, revisiting curricula, increasing teacher professional development, institution alignment, and future longitudinal research.
