Abstract
Solid waste management remains a persistent environmental governance challenge in the Philippines despite the implementation of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000. This study assessed the level of compliance of Barangay Nursery, Masbate City with the major provisions of RA 9003 in terms of institutional mechanisms, waste segregation and collection, Materials Recovery Facility (MRF) operations, community participation and information, education, and communication (IEC), and enforcement and monitoring. The study employed a descriptive-evaluative research design involving twenty-one (21) respondents composed of barangay officials, Barangay Solid Waste Management Committee members, waste collectors, MRF personnel, and barangay tanods selected through purposive sampling. Data were gathered using a researcher-designed and expert-validated questionnaire anchored on the compliance indicators of RA 9003. Descriptive statistics such as frequency count, percentage, and weighted mean were used in analyzing the data. Findings revealed that Barangay Nursery has established the foundational structures necessary for implementing ecological solid waste management programs, particularly in institutional organization, waste collection, and community participation. However, weaknesses remain in the consistency of enforcement, documentation systems, MRF operational efficiency, and monitoring practices. The findings indicate that while the barangay demonstrates moderate to high compliance with RA 9003, improvements in enforcement mechanisms, personnel training, budget allocation, and community-based monitoring are necessary to achieve sustainable ecological governance. The study concludes that barangay-level commitment, community participation, and strengthened institutional systems are essential for effective implementation of RA 9003.
