ABSTRACT
This study explored the perceived financial implications of organizational restructuring on workforce performance in the National Food Authority (NFA) Central Office following the implementation of Republic Act No. 11203, otherwise known as the Rice Tariffication Law. The restructuring led to workforce realignment, role reassignments, personnel reductions, and changes in organizational functions, resulting in significant financial and operational implications for both the institution and its employees. Guided by Lewin’s Change Management Theory and Lazarus and Folkman’s Cognitive Appraisal Theory, the study examined how employees perceived the financial consequences of restructuring, the coping strategies they adopted, the adequacy of management support, and the effects of these changes on workforce performance.
A qualitative phenomenological research design was employed to capture the lived experiences of rank-and-file employees and management personnel who directly experienced the restructuring process. Data were gathered through semi-structured interviews using purposive sampling and were analyzed through thematic analysis. Findings revealed that employees perceived the restructuring as a mechanism for reducing personnel-related expenditures and improving budget efficiency; however, it also generated concerns regarding job security, workload redistribution, career stability, and financial uncertainty. Participants adopted coping strategies such as adaptability, skills enhancement, resilience, and reliance on supervisory, peer, and family support. The study further found that effective management support through clear communication, training opportunities, office resources, and competency development facilitated employee adjustment and sustained workforce performance during the transition. The findings suggest that while organizational restructuring may contribute to financial efficiency, its success largely depends on balancing financial objectives with employee welfare, organizational support, and workforce adaptability. The study provides insights for policymakers and public sector managers in implementing future organizational reforms while maintaining employee productivity and organizational effectiveness.
