ABSTRACT
This explanatory sequential mixed-methods study examined leadership styles and administrative efficiency among Municipal Agrarian Reform Program Officers (MARPOs) in Department of Agrarian Reform municipal or cluster offices in Masbate. Eighty respondents, comprising 70 personnel and 10 MARPOs or other eligible municipal-level officers, participated through total enumeration. Parallel researcher-developed questionnaires measured transformational, transactional, democratic or participative, and servant leadership and eight dimensions of administrative efficiency. Descriptive statistics, tests of difference, Pearson correlation, multiple regression, and thematic analysis were employed. Servant leadership ranked highest (M = 3.37), followed by transformational (M = 3.33), transactional (M = 3.27), and participative leadership (M = 3.18). Responsiveness was the strongest efficiency dimension (M = 3.29), whereas resource utilization ranked lowest (M = 3.06). Overall leadership was very strongly associated with administrative efficiency (r = .812, p < .001). The regression model explained 69.3% of efficiency variance; transformational, servant, and participative leadership were significant unique predictors, while transactional leadership was not significant after controlling for the other styles. Qualitative findings identified geographic and connectivity constraints, staffing and workload compression, documentary dependencies, coordination gaps, and discontinuous leadership development. The proposed LEAD-DAR Masbate program integrates adaptive leadership, participative problem solving, coaching, performance accountability, field resilience, process improvement, client communication, peer learning, and evaluation. Findings demonstrate that administrative efficiency depends on constructive leadership combined with operational resources, clear processes, and sustained workplace development.
