ABSTRACT
This study examined gender-responsive innovation in community development programs across the 29 barangays of Mobo, Masbate. It assessed participation, leadership representation, access to resources and services, and influence in community decision-making; identified innovative practices, barriers, and enabling factors; and developed the Gender-Responsive Community Innovation Model for Mobo (GRCIM–Mobo). A mixed-methods descriptive-evaluative design involved 240 purposively selected survey respondents and 29 women’s organization representatives who participated in qualitative interviews. A validated 40-item questionnaire obtained an overall Cronbach’s alpha of 0.89. Weighted mean and ranking described quantitative patterns, while thematic analysis interpreted interview accounts. Overall gender responsiveness was Evident (M = 2.99). Participation ranked highest (M = 3.34), followed by access to resources and services (M = 3.28), leadership representation (M = 2.71), and decision-making influence (M = 2.63). The 0.71 difference between participation and influence showed that inclusive entry points had not uniformly translated into shared authority. Innovations included women-centered livelihood initiatives, inclusive consultations, digital communication, and sector-sensitive assistance. Persistent gender norms, limited resources, and institutional capacity gaps constrained implementation, whereas committed leadership, collaboration, and capacity building enabled it. GRCIM–Mobo integrates six pillars and a cyclical process for diagnosis, co-design, implementation, monitoring, learning, and institutionalization. The study concludes that gender-responsive local governance must move beyond attendance and service availability toward substantive leadership, transparent resource allocation, and documented influence over decisions.
