Abstract
Mental health remains a significant public health concern in the Philippines, particularly due to gaps in access to community-based services. This study explored the lived experiences of family caregivers of persons living with mental health conditions in the Municipality of Concepcion, Tarlac, and identified gaps in local government mental health support. A qualitative phenomenological design was used, involving 30 family caregivers selected through snowball sampling from selected barangays and Special Education (SPED) schools. Findings showed that caregiving was primarily undertaken by female parents, with financial burden emerging as the most significant challenge due to healthcare, therapy, transportation, and reduced employment opportunities. Intellectual Disability was the most commonly reported condition among care recipients. Although some caregivers received government assistance, access to support services remained limited and inconsistent. Caregivers identified the need for expanded financial assistance, livelihood opportunities, community-based mental health programs, caregiver support, rehabilitation services, and stronger interagency coordination. The study highlights the need for sustained LGU commitment, dedicated funding, and integrated community-based services to improve accessibility, inclusion, and quality of life among affected families.
