Filipino special education teachers supporting Thai learners with reading difficulties must address language access, instructional adaptation, and classroom participation. This study described their pedagogical strategies and classroom challenges, examined profile differences and score associations, and developed a proposed Special Needs Education plan. A quantitative, cross-sectional descriptive-correlational survey with comparative analysis used 49 consenting responses from 50 submissions. Recruitment targeted teachers in three selected schools in Rayong, Thailand. A researcher-made questionnaire measured four strategy domains and five challenge domains through 45 items. Overall strategy use was high (M = 3.59, SD = 0.52), while challenges were moderate (M = 2.62, SD = 0.52). Behavior and socio-emotional support ranked highest among strategies; instructional challenges ranked highest among difficulties. No significant overall-score differences were detected across the four tested profiles. Pearson correlation was positive but nonsignificant, r = .28123, p = .05029; supplementary analyses supported caution. Findings informed a proposed twelve-week plan emphasizing language support, culturally responsive materials, consultation, family communication, and progress review. Self-report measurement, purposive sampling, uneven groups, and absent learner outcomes limit inference. The proposed plan requires implementation and evaluation.
