Abstract
This study entitled “GARBO NAN CLAVER: An Ethno-Documentary on Urban Programs Toward Development as Basis for the Creation of a Local Historical Booklet (2019–2025)” aimed to describe and document the urban programs implemented by the local government of Claver and their contributions to community development. The study utilized a qualitative research design, particularly the ethno-documentary approach, to examine the experiences, perspectives, and participation of community members in relation to developmental programs. Data were gathered through interviews with selected participants, document analysis, and observations of community projects and activities.
The findings revealed that the urban programs of Claver focused on infrastructure development, social services, education, health, and livelihood, which brought positive changes to the lives of the residents. The study also showed that active community participation and effective local governance played significant roles in the successful implementation of these programs. Furthermore, the results indicated that the urban programs of Claver contributed positively to the improvement of the residents’ quality of life.
The data showed that infrastructure received the highest budget allocation, reaching 52.20% in 2021, while the economic sector reached 26.87% in 2023. In contrast, the allocation for education remained relatively low, ranging only from 1.43% to 5.06% throughout the years covered in the study. The findings demonstrated that the local government of Claver allocated the largest portion of its budget to infrastructure, particularly during the earlier years of implementation, which highlighted its focus on improving physical facilities and public infrastructure. Consequently, the budget allocation of the local government reflected a strong emphasis on addressing immediate needs such as infrastructure and economic development, while continuously recognizing and supporting education as an essential partner in community development.
Based on the study of the budget allocation of the local government of Claver from 2019 to 2025, the researchers recommended a more balanced distribution of funds among different sectors. Greater investment in education was encouraged to strengthen its connection with infrastructure and economic development. It was also important to ensure a continuous and well-planned allocation of funds for the economic and infrastructure sectors to avoid sudden changes in projects and programs. Moreover, regular budget evaluation was deemed necessary to ensure that allocations remained responsive to community needs and aligned with the long-term development goals of the municipality.
As the output of the study, the researchers developed a local historical booklet containing significant records and documentation of the programs that contributed to the development of the Municipality of Claver from 2019 to 2025. The booklet was expected to serve as an important reference for the study of local history and community development.
