ABSTRACT
This study examined how the Comprehensive Agrarian Reform Program (CARP) affected 22 farmer-beneficiaries of the Pedro Sia and Purisima Sia landholdings in Barangay Bayombon, Masbate City. Using a descriptive survey design and purposive enumeration, the research documented beneficiaries’ profiles, conditions before CARP, land-distribution experiences, support services, current socioeconomic circumstances, and preferred government interventions. Frequency counts, percentages, arithmetic means, and weighted means were used. Before CARP, respondents rated their overall condition as neutral (weighted mean = 2.06), with relatively better socioeconomic status and assets but fair educational background and sources of living. Most beneficiaries received one to two hectares, all retained their awarded land, and all cultivated coconut. CARP strengthened tenure security and enabled limited asset acquisition; however, its livelihood effect was constrained by weak institutional support. Respondents reported no infrastructure or marketing assistance, only limited credit and technical support, low participation in livelihood training, continuing land-amortization obligations, and substantial dependence on crop income. They most frequently requested livelihood assistance, livestock or broiler production, livelihood training, credit, and medical facilities. The study concludes that land transfer produced important proprietary gains but did not, by itself, generate broad rural transformation. Coordinated post-award services are necessary to convert ownership into durable productivity, diversified income, and household resilience.
