Abstract
Brigada Eskwela is the Department of Education's flagship school maintenance and stakeholder engagement program that promotes volunteerism and shared responsibility in preparing public schools for the opening of classes. Despite its nationwide implementation, little empirical evidence exists regarding its effectiveness in small elementary schools that operate with limited financial, material, and human resources. This study assessed the implementation of Brigada Eskwela in small elementary schools under the City Division of Masbate. Specifically, it examined the respondents' school characteristics, the status of Brigada Eskwela implementation during the pre-implementation, implementation, and post-implementation stages, the challenges encountered, and the measures that may strengthen program implementation. The study employed a descriptive research design utilizing a researcher-developed survey questionnaire administered to Brigada Eskwela coordinators, school heads, and teachers from selected small elementary schools in the division. Data were analyzed using frequency counts, percentages, weighted means, and ranking techniques. Findings revealed that Brigada Eskwela implementation was generally carried out effectively across the three implementation stages, with stakeholder collaboration and volunteer participation contributing significantly to school readiness. However, limitations in financial resources, inadequate stakeholder participation, and insufficient technical support remained major implementation challenges. Based on the findings, the study recommends strengthening stakeholder engagement strategies, enhancing resource mobilization initiatives, institutionalizing capacity-building programs for Brigada Eskwela coordinators, and expanding partnerships with local government units, private organizations, and community stakeholders to sustain school improvement initiatives. The findings provide practical insights for educational leaders and policymakers in enhancing the effectiveness and sustainability of Brigada Eskwela, particularly in resource-constrained schools.
