Abstract
Mental health promotion in schools requires leadership that supports awareness, reduces stigma, strengthens collaboration, and integrates responsive initiatives into school systems. This mixed-method study examined the roles and practices of school administrators in promoting mental health awareness in public schools in San Fernando District, Masbate, Philippines. Specifically, it explored the strategies and practices employed by school administrators, their perceptions of their roles in supporting mental health initiatives, the challenges encountered in program implementation, their collaboration with mental health professionals and community resources, and the perceived influence of mental health promotion on school climate and student outcomes. The study employed census sampling and included eligible school administrators from elementary and secondary public schools in the district. Quantitative data were gathered using a structured survey questionnaire and analyzed using frequency, percentage, and weighted mean. Qualitative data were collected through semi-structured interviews and examined through thematic analysis. Findings indicated that school administrators promoted mental health awareness through educational activities, support services, capacity-building initiatives, open communication, and partnerships with community stakeholders. However, limited resources, insufficient training, mental health stigma, stakeholder resistance, and institutional barriers constrained program implementation. Collaboration with mental health professionals, health agencies, and community organizations strengthened access to counseling, training, awareness activities, and other support services. Participants also perceived that administrative support for mental health contributed to a more inclusive and supportive school climate and was associated with positive learner outcomes, including improved engagement, behavior, attendance, and academic performance. The study highlights the importance of leadership commitment, continuous professional development, clear school policies, adequate resources, and sustained multisectoral partnerships in strengthening school-based mental health promotion.
