ABSTRACT
This study assessed Disaster Risk Reduction and Management (DRRM) compliance and readiness at Talisay Elementary School in Cawayan, Masbate, as the basis for an enhanced school DRRM plan. A quantitative descriptive-correlational design involved all 15 teachers through complete enumeration. A researcher-made questionnaire measured compliance in prevention and mitigation, preparedness, response, and rehabilitation and recovery, together with readiness in institutional policies and systems, resources and equipment, personnel capacity, and stakeholder coordination. Frequency, percentage, weighted mean, ranking, Mann–Whitney U, Kruskal–Wallis H, and Spearman’s rank-order correlation were applied at the .05 level. Overall DRRM compliance was Evident (M = 3.18), while readiness was Evident (M = 3.24). Prevention and mitigation, preparedness, and response each obtained 3.27 and were Highly Evident; rehabilitation and recovery ranked lowest at 2.89. Institutional policies and systems ranked highest among readiness dimensions (M = 3.36), whereas resources and equipment ranked lowest (M = 3.01). Readiness did not significantly differ by age, sex, or length of service. Preparedness was positively related to readiness (ρ = .635, p = .011), as was rehabilitation and recovery (ρ = .515, p = .0497). The school possessed strong organizational, human, and partnership foundations but weaker material and recovery capacities. The enhanced plan therefore prioritizes emergency supplies, structural safety, technical response, psychosocial support, alternative learning arrangements, damage assessment, recovery monitoring, communication, stakeholder coordination, and continuous evaluation.
