Abstract
School leadership and teacher dispositions are pivotal factors shaping instructional effectiveness and organizational performance in basic education. This study evaluated the transformational leadership practices of school heads, work values, and teaching performance of senior high school (SHS) teachers in Kalinga, Philippines, to establish the empirical basis for a Leadership Enhancement Program. Utilizing a quantitative descriptive-correlational research design, data were gathered from 120 SHS teachers across public secondary schools. Evaluative instruments included a structured transformational leadership scale across four core dimensions, Cervera’s Filipino Work Values Scale, and official Individual Performance Commitment and Review Form (IPCRF) ratings for School Year 2025–2026. Findings indicated that school heads exhibited an "Extremely Observed" level of transformational leadership practices (), with intellectual stimulation scoring highest (). Teachers reported highly prioritized Filipino work values (), emphasizing job security, ethical leadership, and potential optimization. Teaching performance was predominantly "Very Satisfactory" () to "Outstanding" (), yielding a mean rating of . The synthesis of high leadership practices and grounded work values informed the structural framework of a targeted Leadership Enhancement Program prioritizing ethical vision, participatory decision-making, professional support, and teacher welfare.
