Abstract
This qualitative case study examined Project W.A.T.C.H. (We Advocate Time Consciousness and Honesty) as a guide to professional core values management among school heads in Aroroy East District, Division of Masbate. It sought to identify the professional core values associated with the program, describe their enhancement as reflected in school heads’ experiences, and identify outputs that could be developed from their success stories. Ten elementary and secondary school heads participated. Data were gathered primarily through semi-structured interviews and were supported by open-ended questions, observations, focus group discussions, and relevant documents. The researcher-developed instrument was aligned with Stufflebeam’s Context, Input, Process, and Product (CIPP) model.
Data were transcribed, repeatedly reviewed, coded, categorized, and thematically interpreted; triangulation was used to compare interpretations with raw responses and available evidence. Findings identified empathy, integrity, inclusivity, communication, adaptability, and commitment as professional core values associated with Project W.A.T.C.H. Participants connected the initiative with resource management, budgeting, supervision, communication, monitoring, accountability, recognition, collaboration, and stakeholder engagement. They also emphasized leadership modeling, continuous assessment, and integration into existing school systems.
A key implementation challenge was sustaining regular monitoring amid competing administrative responsibilities. Proposed outputs include case studies, best-practice guides, training modules, video testimonials, webinars, publications, and recognition mechanisms. The study concludes that Project W.A.T.C.H. can serve as a values-oriented framework for professional core values management when supported by consistent practice, monitoring, and documentation.
