Abstract
This qualitative phenomenological study explores the management practices of public elementary coaches in DepEd sports clubs in the Division of Masbate City. Fifteen coaches with at least five years of experience and involvement in school-to-regional sports competitions are purposively selected. Data are collected through validated semi-structured interviews and analyzed using thematic analysis. Findings reveal that coaches employ structured, policy-aligned management practices—planning, organization, compliance, and coordination—consistent with DepEd Order No. 22, s. 2025. Coaches also demonstrate holistic, inclusive, and multi-role coaching by emphasizing learner participation, character development, and values formation despite limited resources. However, they face significant challenges, including teaching workloads, insufficient funding, inadequate equipment and facilities, and limited formal training. Learner- and family-related issues such as irregular participation, academic demands, and inconsistent parental support further complicate implementation. Coaches recommend stronger institutional support, ongoing professional development, and stakeholder collaboration. The study concludes that effective sports club management requires policy compliance, adequate resources, and community engagement. It recommends dedicated funding, workload adjustments, regular training, and strengthened partnerships to enhance the sustainability and impact of elementary school sports programs.
