Abstract
The study investigated the Environmental Management System (EMS) of the City Governments of Lucena and Tayabas, specifically on solid waste management, adopting Clauses 4-10 of ISO 4001:2015. Using an explanatory sequential mixed-methods design, the barangay and Sangguniang Kabataan Officials from Lucena City and Tayabas City assessed EMS and factors that influence their beneficiary status, political preference, public trust, and social media awareness. The semi-structured interview provided institutional perceptions of EMS. The quantitative and qualitative findings were triangulated with the obtained documents. The results show that Tayabas City performed better than Lucena City in terms of institutional cohesion (Clause 4: Context of the Organization), relational leadership (Clause 5: Leadership), inclusive planning (Clause 6: Planning), and fostering good morale (Clause 10: Improvement), suggesting necessary restructuring in environmental management and not just focusing on resource limitations.
